As shown here, it's rumored that Protective Staves come with a ringed skin, similar to the Yakslapper, picture below:

WTB a protective staff with this ring skin.

It must have:

An inscription slot OR Halves casting time of Protection Prayers spells (Chance: 20%). The HCT must be an inherent mod, NOT an Adept Staff Head. If it has an inscription/slot, the inscription doesn't matter. If it has the inherent mod, it MUST be max, 20%.
Halves skill recharge of spells (Chance: 20%) This is the native staff mod. It MUST BE MAX, 20%

Other mods (staff head and wrap) are irrelevant. Does not have to be max damage.
